This Program Manager II position is accountable for managing risks, developing and implementing mitigation plans, and communicating risks for both self-performed and subcontracted work across all phases of projects in a program. The Program Manager will also conduct detailed analysis and data mining to identify, measure, monitor, validate and enumerate existing and emerging risks and opportunities.
The ideal candidate will provide insight to thought leadership in the continuous improvement of methodology, tools and approaches using fundamentals of H&M Project Management practices. The Program Manager will ensure that team goals, roles, protocols, and business relationships are consistent with high-performance requirements and congruent with the company's strategy, while fostering an environment of trust and candor, that is results-oriented and allows for assertive, positive and constructive feedback.
Lead planning, execution, monitoring, and closeout activities across the entire construction lifecycle.
Serve as the primary point of contact for clients, internal leadership, and stakeholders throughout the program.
Interface with client representatives to ensure expectations are understood, aligned, and met.
Deliver clear, accurate, and timely project performance updates, including schedule, budget, scope, risks, and resource status.
Participate in executive-level, multi-stakeholder discussions to resolve or prevent conflicts and maintain productivity.
Ensure compliance with H&M’s safety, quality, and project governance standards.
Provide thought leadership and contribute to the continuous improvement of PM tools, methodologies, and best practices.
Mentor, coach, and support project staff to strengthen team performance, professional growth, and alignment with organizational strategy.
Identify, measure, monitor, and evaluate emerging and existing project risks and opportunities.
Develop and implement mitigation and contingency plans across self-performed and subcontracted scopes.
Conduct data analysis and mining to inform decision-making and improve project predictability.
Manage internal and third-party resources to ensure adequate staffing and delivery capability.
Oversee project financials, including budgeting, forecasting, cost tracking, and revenue validation.
Ensure project documentation, accounting records, and reporting meet H&M standards and stakeholder requirements.
Bachelor’s degree in Project Management, Construction Management, Engineering, or Business.
15+ years of relevant project/program management experience in construction, utilities, or related industries.
Proven experience managing mid-scale construction projects, with strong understanding of utility and infrastructure industry practices.
Advanced knowledge of project scheduling, including Critical Path Method (CPM) principles.
Proficiency in MS Office Suite; experience with MS Project or other CPM scheduling software.
Strong complex problem-solving, analytical, and decision-making skills.
Demonstrated ability to foster trust, collaboration, constructive feedback, and high-performance team culture.
